HROC mission statement


 HROC’s mission is to improve the health and well-being of people affected by drug use and mental health conditions by increasing access to care, empowering individuals to protect themselves, and fostering peer education to reduce harm. We are committed to compassionate outreach, evidence-based support, and unwavering advocacy to promote equity, challenge stigma, and uphold the human rights of our communities.


 We serve our own community—primarily unhoused or unstably housed people who use drugs and/or do sex work. Guided by a holistic “any positive change” approach, we focus on improving overall quality of life, not just reducing drug use.


 Our organization is entirely peer-led, ensuring that those with lived experience steer our work and are at the center of everything we do. We are deeply committed to intentional expansion to represent all racial backgrounds we serve within our organization. Our programs are shaped through ongoing input from our informal weekly conversations with community members, compensated surveys, and motivational interviewing. Every service we offer is grounded in evidence and guided by proven, effective practices.
